I never bulk if I've above 10% BF. If I start approaching 10% I will cut for about 2 weeks to get it about 7-8% then I continue my clean bulk.
Unless your pro on a ton of gear their is no reason for you to try to balloon up, because contrary to popular belief you won't hold 30lb of water, it'll be fat.
