Because its the fashion i guess. A lot of bands started it by having their hair long and then the people followed them along. We are talking about the old metal bands where in the 80s people had long hair anyway.
So they could headbang, hence thrashing type term

Theres generally two types of REAL METAL (by that i mean death, power, thrash etc... not this hardcore gayshit)... Bald and Long.
Death metal - Looks brutal.
thrash metal - Long so you can thrash your haid around... you look like a douche if you do that with short hair.
Power metal - Long hair is epic...

But I don't really think that applies to the general metal fan.
I consider myself to be a metal fan and listen tp many diferent genres and sub-genres of metal. Death, Thrash, Power, Glam, Black, Sweedish Death, Industrial, British Heavy Metal, etc. and when ever I see american metal fans (which is rare anymore) they all have fairly short hair. I for one, usually have a pretty short cut. But if you have ever seen a Wacken Festival then you know that it's mainly non-american or canadian fans that have long hair.
I think of it as a uniform. Leather, Black clothes, denim, studs, silver, and long hair. It really distinguishes a metal fan from a rap or hip-hop fan.
