I would mix things up a bit...

Physique wise I would not put Arnold at the top, he is only up there due to his obvious popularity. I would put, IMO, Ronnie Coleman at #1 at least but the list is missing many that will soon grace it like Phil Heath. I have a feeling when his bb career is over he will be one of the greatest ever, he has the potential.
The list to me looks like a bunch of older bodybuilders nostalgic memories of the sport because some should not be on this list.
