What exactly do ISP's think people are needing with 20mb connections? No one that is buying the highest speed available is getting it for anything else but to download in large quantities.

A 20mb connection would be great for online gaming, which i do plenty of. I also do a great deal of legal uploading and downloading to a shared server on an engineering project. There are people who need that kind of bandwidth for legitimate uses.

However, on the whole you are probably right.

You don't need a 20mb line for gaming. My 2mb line back in the day was more than enough to play online games with a ping of around 40 - 60.

The people that use a 20mb+ line just for legal activity are in the minority. Even then, they probably still dabble in a little mp3 downloading.

Modern games transmit a lot more data than the games we used to play. For example RTS's now have much higher unit caps, Transmitting the data on the position of more units requires more bandwidth. Games like Resistance 2 and MAG which have huge player limits (60 and 256) respectively require a great deal of data to be transferred.

Playing quake live would require a much larger chunk of bandwidth as well. Especially with the onset of cloud computing increased bandwidth will be a major requirement for a lot of people over the coming years.

That and watching HD porn chews through bandwidth like no ones business
