Not a very fair comparison because Kevin is going into a show while Phil is out of a show... anyways I believe Phil at his best would beat Kevin at his best ANY DAY! Kevin's body did not have the flow that Phil's does and Phil can match Kevin on conditioning and size every single inch!
while i like kevin's physique more i'd say phil would beat him.
