SEA games 2019 in Manila

At first, the Philippines declined to host the 2019 SEA games but surprisingly, the hosting was reclaimed. What if there really is no budget for the ganes as the reason for the refusal? Maybe the SEA games secretariat should get assurance to avoid cancelation of the games.

It is kind of hard to imagine that there would be progress to the point of having it almost decided and then taken back for no budget at all. Seems like an oversight, but then again I am not too sure of all the details here.
