For me, he will always have the best and most complete arms ever. Many have big arms, but maybe only biceps, or triceps inclined, but Phil had striations in his triceps, in his biceps, crazy separation and also some insane and unique forearms.

Yeah Lee Priest is also up there, and while his arms looked insane as well, I still rate Phil's higher.
Roelly's were mostly just big, and with triceps striations, but the separation was not good and overall, not as impressive as the other two I mentioned above.
