Another overweight fighter in UFC

The flyweight bout of John Dodson and Pedro Munhoz was cancelled because Munhoz was over the weight limit by 4 pounds. Aa per the UFC regulation, that excess poundage cannot be tolerated unlike when it is just 3 pounds. And once a fighter has a cancelled fight, he will be banned in UFC for 1 year. This was according to the fight announcer who was disappointed about the cancellation. I wonder why fighters have to stay in that weight category when they have difficulty in maintaining their weight.
