Under the measure, a person found with self-sealing plastic bags less than two inches tall or wide would be fined up to $1500. The penalty applies to those who know, or reasonably should have known, the bags would be used in the drug trade.

Last year, lawmakers in St. Louis wanted to put baking soda behind the counter. So you would need to show ID to buy it, kinda like what they do with certain cold medicines. The idea being that if you can stop the sale of boking soda, drug dealers can't make crack cocaine.
