The traps are a back muscle. While standard shrugs have their place, to completely hit your traps you need to implement rear shrugs. Simply angle your body and retract your scapula and squeeze at the top. Slow and controlled - save the power shrugs for the standard shrug. I was shown these by Kent Bierly years ago, and they have helped me a lot!
