Fallout 3 DLC issues...(PC,)

I got Operation anchorage for fallout 3 for my pc, Fallout 3 is up to date.
but i can't seem to understand how this DLC works.
i thought if i went back and loaded my last save point which was right before entering the purifier vault to end game, it would then lead to operation anchorage, i was wrong, i dont know if im suppose to be logged into live while im playing or not, or if im suppose to start all over again. does anyone know?

hey big, i just had some mind boggling issues with games for windows live.
the way this is set up is just ridiculous.
