In a technical stand point Terminator would win cause he is more advanced being from the future, he would already be equipped with archieved schematics of robocop and his weaknesses. And depending on the robocop he was facing like the t-1000 would cut him in half or the latest version could reprogram him, however if facing the fan favorite version it would be a uneven fight the terminator can use all weapons, melee and conventional projectile where as robocop is only familar with his pistol and attachable weaponary.
